(TCONFIG_H, TM_H): Remove entirely.
(deps-kinda): Delete rule.
Correct commentary.

hconfig.j, input.j, output.j, rtl.j, system.j, toplev.j,
tree.j, tconfig.j, tree.j: Delete.
