Makefile.in (iostream.list): Remove dependency on stamp-picdir.

* Makefile.in (iostream.list): Remove dependency on
        stamp-picdir.
        ($(LIBIOSTREAM_DEP)): Depend on stamp-picdir.
        ($(LIBIO_FILES)): Similarly.
        * config.shared (all): Make $(PICDIR) concurrent.
