ggc-page.c (GGC_MIN_LAST_ALLOCATED): New.

* ggc-page.c (GGC_MIN_LAST_ALLOCATED): New.
        (init_ggc): Use it instead of a constant.
        (ggc_collect): Bound allocated_last_gc by it.
