Define a new DT_GNU_FLAGS_1 dynamic section for ld, readelf et al

DT_GNU_FLAGS_1 added to the DT_VALRNGLO-DT_VALRNGHI range.
DT_GNU_FLAGS_1 value DF_GNU_1_UNIQUE added.

	* elf/common.h (DT_GNU_FLAGS_1, DF_GNU_1_UNIQUE): Define.
